| Resumo: | The author discusses and criticizes the various alternatives to the problem of the Senate reform in Mexico. The document starts with a brief analysis of the nature of political representation and the electoral system with particular emphasis on the Senate. Besides providing a review about electoral systems, the author contemplates the possibility of reducing the number of senators and points out the need of revising the criteria used for their election. At the end of the paper, there are two specific proposals related to the Senate reform. First, reducing the number of senators to ninety-six by removing the thirty-two senators elected by proportional representation. This proposal seeks to fulfill the federal principle of equal state representation. Second, revising senatorial election criteria by implementing mechanisms that allow for different representation and election schemes such as semimajoritarian and semiproportional representations, as well as limited, preferential and single transferable voting modalities. |
