Sumario:The evolution of the composite States motivates a continuous search for the best configuration of the relations between the center and the periphery, the aims are to find a greater efficiency of the system and safeguard the autonomy of the territorial communities. In this perspective, the organs and procedures acquire the revelation with which the relations between the State and the entity are composed, with the principle of loyal collaboration, which has found a constitutional order in many European legal orders. Among the bodies we continually see a significant role in the Senate as an instrument of the participation of territorial autonomies to the formation of the will of the State, although elements in the effectiveness of representation are often in crisis. And it is for this reason that organisms are mixed by space and procedures, in which the subject agents represent the purposes of the Executive. The article proposes to analyze the elements in favor and against the affirmation of this system.
