This thesis presents the application of techniques in Remote Sensing and Geographic Information Systems fields, to a specific zone within the city of Orizaba, Veracruz. Mexico. The approach proposed is centered in reducing the affectations caused by a flood likely to take place along the Tourist River Walk, also known as the Eco-Park, which has been previously affected by hydrometeorological events. Satellite images and field work are used to determine the zones of risk that must be taken into account when comes to creating evacuation plans in case of flooding. The modelling of the risk zones obtained is based in the analysis of altimetry values taken from a Digital Elevation Model generated by the Shuttle Radar Topography Mission, this DEM was processed using hydrology software, and then combined in an open-source GIS with maps from Earth Observation NASA missions. Field work was performed using a GPS device to delineate the tracks and shapes of the area of interest, the post-processing of the measurements obtained was also combined with satellite data from different agencies specialized in describing the features of the zones. Videos from previous floods were used as ground truth evidence to specify the places that had been previously affected by the overflown of the river and deliver a more accurate report of the affectations caused by previous events.
