Sumario:Certain theoretical perspectives characterize the State in Latin America as an entity that has a weakness for homogenizing the law throughout the territory and difficulties to face pressing social problems. Within this frame, it states in the present article that instead of thinking of weaknesses or dysfunctions of the State, it is necessary to think of a specific governmental modality on specific sectors of the population, that holds strategic objectives and that unfolds in function of determinate strategic technologies. Also, it analyzes the social issues by way of the notion of government, issues that will permit the incorporation of the state, social and strategic dimensions, evaluating the practices in productive terms and not only in dysfunctional terms or absence of the State.
