Sumario:The transformation of the Nation-State into a model of plurinational character necessarily needs the re-thinking of the moral and ethical essence of state apparatus including its structure, which bases are political, legal and economic. In this paper the «must be» of the State productive activity will be studied, its long-term profitability, quality of life for all its nations and its environmental and cultural sustainability in time.
