| Sumario: | This article seeks to explain, through five premises, the major transformations of the Mexican electoral authority. The goal is to emphasize that after 23 years of operations, at the end of its life cycle, this institution was notably different from what it was when it first arose in the 1990s. In this sense, this work emphasizes some key elements that explain this “institutional metamorphosis”. Changes in its nature, objectives, demands and end goals moved the Instituto Federal Electoral (IFE) out of the institutional space in which it was conceived. New responsibilities led to a clear over-regulatory role and, above all, a notable increase in IFE’s scope of action. When evaluated as a whole and with proper perspective, it is clear that these changes paved the way for the transformation of the electoral regulatory body. It started as an institution with a limited role in federal election contests to one with national influence given that its competence framework allows it to rule in the context of local and state election contests. |
