Sumario:The juridical-political spanish system is present in the last times at an important debate concerning the need to promote a process of democratic regeneration before the current context of political indifference of the citizenship. The legislative, both state and autonomous power, they have initiated one normative strategy directed to giving response to the social demands, shaping a legislative package which aim is to go deeply into the concept of good government and, especially, to check the statute of the public charges and his forms of political action, to guarantee the transparency and the public information, as well as penetrating and renewing the right of civil participation in the public policies. This document tries to analyze and to think about the most important aspects of this new juridical regime, which must suppose a point of inflexion in the consolidation of the democratic State of right.
