Sumario:One of the main objectives of this research project is to shed light on the many shadows in the historical sequence of migratory processes and the view if refugees in Western Europe. Within a comparative and descriptive methodological framework, the different historical sources about the multiple existing social perceptions on the drama of migrations and the needs of the refugees, prove challenging for reviews by social historians, the historians of the present and the different areas of research that address the controversial concept of refuge-migration. One of the main conclusions of this investigation is the permanent political instrumentalization of human rights and public opinion. Prior to the conclusion, the different contexts, interests and needs of the public powers are listed and discussed throughout the common European project.
