The experience of a Chilean politician over Santiago de Chile in the second half of the 19th Century is a result of such an extraordinary confluence, and it has marked the city’s fate to our days. With the order of the colonial city as a starting point, Vicuña Mackenna visualized a new urban matrix that resulted in a watershed moment for the urban form. A system of annular and radial promenade avenues is laid over the territory and the layers of history, thus shaping a new cultural landscape in the Mapocho valley. Over a period of three years the mayor was able to change the scale and appearance of the capital city and its residential outskirts with a pragmatic set of works (although some of them were not executed) and equally effective management skills. This urban structure was consolidated around the date of the centennial of the independence in 1910. Many other actions were to accompany this effort with contributions added and materialized over this new order, all of them in debt to the original operation.La actuación sobre la ciudad existente -en el horizonte de afrontar una transformación estructural- requiere de ideas claras, una estrategia consistente en sus operaciones y una voluntad potente de parte de su autor, además del consenso con otros actores e instituciones. La experiencia de un político chileno sobre Santiago de Chile en la segunda mitad del siglo XIX, da cuenta de esa extraordinaria confluencia que marca los destinos de la ciudad hasta nuestros días. Teniendo como soporte el orden de la ciudad colonial, Vicuña Mackenna visualiza una nueva matriz urbana que constituye un punto de inflexión en la forma urbana. Desde un sistema de avenidas paseo cuyo trazado de geometría anular y radial se superpone al relieve del territorio y capas históricas, se configura un nuevo paisaje cultural sobre el valle del Mapocho. Un conjunto pragmático de obras concretas, no todas ejecutadas, acompañada de una capacidad de gestión igualmente efectiva, le permiten al intendente, cambiar en tres años la escala y visión de la ciudad capital y sus nuevas periferias residenciales, cuya estructura urbana se consolidará hacia el centenario de la independencia en 1910.
