Así, se desarrolló el fenómeno del arbitrismo en el que participó Duarte Gomes Solis. Este autor, al que posteriormente la historiografía le ha designado con el título de mercantilista, conocedor de los circuitos comerciales internacionales y del desarrollo de un sistema económico mundializado, expondrá su teoría para conservar la monarquía. Esta, pasaba principalmente por la implantación de un buen gobierno político que defendiera los comercios y a los comerciantes.The collective self-insight that took place in the Spanish monarchy during the first half of the xvii century provoked the appearance of several memorials, which tried to propose solutions to cure the illnesses that suffered the state. In that way, the arbitrismo phenomenon developed in which even Duarte Gomes Solis was part of it. this author, who historiography later called him mercantilist, knowing about the international trade circuits and the development of an international economic system will expose his theory in order to save the monarchy.
