Summary:[ANGLÈS] This paper has reviewed the status and the operation of the mobile communications market and the nature of the different players that can compete in it. In particular it has focused on analyzing mobile operators without spectrum, also known as mobile virtual network operators (MVNO), and their associated costs incurred to enter into the market. After analyzing this type of operators (MVNO light and MVNO full) in various scenarios, it was found that in the current regulatory framework, the operators without spectrum can access to the mobile market and be profitable. For each type, there is threshold of customers to be profitable. In fact, at a certain threshold one MVNO light should migrate to a MVNO Full.
