To what extent did the reforms promoted by the Secretaría de Marina succeed in transforming port practices? Why was the experience of key ports such as Cádiz or Havana decisive for the later structuring of a global port system?/nThis article examines the development of port administration and regulation in the Hispanic Monarchy during the eighteenth century, focusing on the gradual centralisation of responsibilities around the Secretaría de Marina and the institutionalisation of the Harbourmaster’s Office. The management of ports—conceived as strategic and commercial nodes—evolved from a jurisdictionally fragmented landscape to a more hierarchical and normative model, culminating in the promulgation of the Ordenanzas Generales de la Armada of 1793. The study highlights the role of the harbourmaster as a key agent in coordinating local, fiscal, defensive, and administrative interests. The innovative character of these reforms laid the foundations for a modern port system. |
