| Sumario: | [EN] This article employs a qualitative approach to examine the state of arts education as a tool for community cultural mediation in realizing citizens' cultural rights. It combines a documentary analysis of international, national, and regional regulatory frameworks with a case study of the Ateneu de les Arts de Viladecans (Barcelona). The analysis is framed around three core axes: (1) a historical overview of the international process to institutionalize arts education as an activity linked to cultural rights; (2) an approximate analysis of the current situation in Spanish and Catalan arts education curricula to assess access conditions and inter-administrative coordination; and (3) an exploration of local public policy implementation that connects artistic practice and training with the realization of cultural rights, through the Ateneu de les Arts case study. The study identifies structural barriers limiting arts education's community role in cultural democratization and its value as cultural mediation for developing cultural rights within public policies. The article concludes by presenting the Ateneu de les Arts as an exemplary local public community strategy promoting artistic practice and cultural rights, strengthening social cohesion through proximity and mediation initiatives. It asserts that arts education must be considered a community right associated with cultural rights, and an effective mediation tool for fostering inclusion and cultural diversity, essential for the expansion of cultural democracy. |
