It highlights the geographic concentration of leading GenAI firms (especially in the USA and China) and frames Europe’s potential advantage around responsible development and regulation. The report follows a three-step methodology to build its stakeholder map of GenAI’s workforce impact: (1) data collection from secondary online sources, (2) stakeholder categorization into groups (e.g., governments, companies, NGOs, academia), and (3) relationship analysis to understand how these actors interact and influence the ecosystem. Using a power–interest matrix, the report groups stakeholders into four clusters, from high-power/high-interest actors who “manage the future of GenAI” (e.g., national governments, big GenAI companies, the European Commission) to groups that collaborate with them, monitor ethical concerns, or influence labour-market dynamics (including unions, investors and international bodies).The inventory then summarizes expected labour-market effects (job reductions, productivity gains and distributional impacts), points to especially affected sectors (Finance & Insurance, Professional Services, Information Systems), and lists examples of vulnerable occupations (e.g., analysts/accountants, researchers, writing/editing roles, programmers/engineers, administrative support, HR).
