Economic crisis iniciated in 2008 was fought by some countries, like Spain, by more public spending what deteriotated the situation to the point of changing the strategy towards politics of containment of public spending which was something more respectful with the European Stability and Growth Pact and, in the end, a way of fulfillment with the strong budgetary discipline specially Germany was demanding of its European partners as a way of leaving behing the economic crisis. Spain even had to change its Constitution in September 2011 and aproved a new Budgetary Stability Law in April 2012 to reach the déficit objetives marked by its european partners and whose legal development in a way or another is reflected in the Law We try to analyze in this paper.La reforma local operada en España en diciembre de 2013 se encuadra dentro de los intentos de reconducir el gasto público de las diferentes Administraciones Públicas como forma de coadyuvar en la consecución de los objetivos de déficit público a nivel europeo derivados de los compromisos adquiridos por España como país miembro de la Unión Europea y de la zona euro. La crisis económica iniciada en el año 2008 se intentó paliar inicialmente por parte de algunos países a través del incremento del gasto público, lo que agudizó la misma e hizo cambiar el rumbo hacia escenarios de políticas públicas de contención del gasto que fuesen más respetuosos con el Pacto de Estabilidad y Crecimiento y, en definitiva, con una férrea disciplina presupuestaria impuesta principalmente por Alemania y que llevó a España a modificar incluso su texto constitucional en septiembre de 2011 y a aprobar una nueva Ley de Estabilidad Presupuestaria en abril de 2012 para dar cumplimiento práctico a los objetivos de déficit pactados por nuestro país con el resto de miembros de la zona euro y cuyo desarrollo legal se ve plasmado en buena medida en la norma que ahora se analiza.Asamblea de Madrid2015info:eu-repo/semantics/articleinfo:eu-repo/semantics/publishedVersionArtículo evaluado por paresapplication/pdfhttps://revista.asambleamadrid.es/index.php/rvam/article/view/184Asamblea.
