| Sumario: | This article addresses the role that cultural diplomacy has played as a tool of nation-building for sub-state public entities led by movements representing stateless nations. It exemplifies this with the case of Catalonia's search for recognition in Germany, 1901-1939. The analysis highlights the ambivalence that characterized the actions of the Catalan sub-state public entities, between resigning themselves to their status as regional actors and aspirations for a different political constitution. We argue that this ambivalence was a strategy to maximize the effectiveness of their cultural diplomacy policies considering state and international contexts reluctant to recognize sub-state entities as political actors. |
