Sumario:[EN]Throughout the 18th century, discourses flourished that recovered a negative image of the false beggar, the one who, being able to work, chose to live off charity. This implied a critical view of the indiscriminate distribution of alms, which was gradually regulated, which in turn had an effect on the freedom of movement of certain social sectors. This article will focus on those regulations aimed precisely at controlling the practice of charity, taking Guipúzcoa as a framework for study. Special attention will be paid to the provincial initiative, analysing the guiding principles of the Royal Decree of 1772, but also another series of regulations issued by the General Assemblies of the territory of Gipuzkoa. Not only will we study their contents, but we will also try to understand the circumstances and factors that motivated their issuance. Finally, an attempt will be made to assess the real effect of these regulations by means of a group of dossiers that reflect how and under what criteria the aforementioned Royal Decree was applied.
