This study integrates expert judgment and public input via multi-criteria decision-making to prioritize policy options. Results reveal a strong consensus for reform, identifying the adoption of new technologies in variety testing as the top priority. The integration of sustainability criteria and the harmonization of protocols also garnered significant support, despite differing views on their implementation. The presented framework systematically incorporates diverse perspectives to provide timely, evidence-based guidance for the ongoing reform of the Plant Reproductive Material legislation and offers a transferable model for agri-food policymaking.Funding information: This research was supported by the Innovations in Plant Variety Testing in Europe (INVITE) project, funded by the European Union’s Horizon 2020 research and innovation programme (Grant Agreement No. 817970).
