Resumo:During the 15th century, the urban system in Cuenca developed on the basis of a balance of powers, reached through informal agreements between the two main segments of its dominant collective: the elite of power and the elite of participation. These agreements implied the privileged access of the elite of participation to certain areas of the citys resources subsystem, among which were public offices. The elite of power -the regimental lineages developed different mechanisms that allowed them to keep the elite of participation under reasonable control. Among these mechanisms was the construction of a practice of civic conduct that is presented as a model of behaviour for the entire urban society. This work examines its operation in the comparative framework of the charter offices and the notaries.
