| Sumario: | This doctoral thesis focuses on studies of public value and intangibles in the public sector specifically in transparency as an intangible good in the form of open data.The focus of the work seeks to relate both themes under the determinants and effects proposed in the Window Theory, understanding public value as an effect of certain determinants that models the experience of using open government data.The different disciplines under which the theoretical framework is developed are mainly public administration and communication, and to a lesserextent philosophy and psychology. In the theoretical section, the main studies of the public value stream are presented and the public value model that will beused in this work is explained in depth. In addition, the conceptual and technical aspects of transparency in the form of open government data are developed.
