Sumario:[EN]This article reflects on a wider research project addressed to analyze the Citizen's Charter in the context of the Galician Autonomy (Spain). The investigation intended to develop a case study of this particular public management policy by looking at the core actors involved, as well as their strategic approaches and the diverse scenarios where their actions are framed. Moreover, special attention is paid to the creation of norms and values within public services' programs that have a direct impact on citizens/clients. The observation of this fundamental interaction will focus on the ability of the Galician Administration to redesign and shape the relationship between public services' providers and users
