El Estado italiano tuvo un papel relevante en este proceso, pues se preocupó de la recualificación de los maestros y de combatir el alto nivel de analfabetismo y favorecer la adhesión del pueblo a los nuevos valores en los que el Estado se fundaba. La mejora del nivel cultural de los maestros hizo insostenible la contradicción entre la exaltación retórica del rol del maestro y las condiciones reales de la profesión, favoreciendo la maduración de una conciencia de clase, lo cual contribuyó también en la prensa pedagógica.
