It has been realize a comparative analysis of the urban mobility plan of Valencia, Vitoria-Gasteiz (cities with major initiatives to the sustainable development, and one winner of various important awards in Europe, like Vitoria-Gasteiz), and the decree of regulation for the mobility studies of Cataluña; in specific the analysis of pedestrian mobility, cycling mobility and public transport; for the subsequent viability analysis in the Mexican environment, in particular the city of Pachuca. It has been identified the applied methodologies in the plans, the analysis developed in each sort of transport, besides the proposals intervention lines; in this way, the analysis of viability examines in a general way the implementation, of the carried out studies, in the analyzed cities. In the city of Pachuca, could be development the urban model of superblocks, the development of a pedestrian network could contribute to reduce the use of private vehicle. Reinforcing this actions, in the case of cycling mobility, could be redact a master plan of cycling mobility; which, generally includes in its context all the proposals lines and the analysis that is realized in the studied mobility plans. Many of the proposals lines and the analysis outlined in the plans could be taken as reference for a possible mobility study in the city of Pachuca.
