description The decision to implement retrofitting measures in large portfolios of building stock depends on multiple factors such as the individual building characteristics (including age, existing energy sources and systems), economic considerations, including investment costs and available funds, and the organization’s strategic priorities. This paper develops a novel, lowcomplexity decision-making model for fund allocation optimization in energy retrofitting across large-scale building portfolios. Using data from readily available energy performance certificates, the model reduces processing time and resource demands and is based not only on the organization’s self-defined priorities, but also on compulsory priorities to ensure compliance with the requirements of the Energy Efficiency Directive (EED) and the new Energy Performance of Buildings Directive (EPBD). The model was applied to the Universitat Politècnica de Catalunya’s (UPC) portfolio of 50 buildings. It provides a step-bystep retrofitting plan tailored to the priorities set by the university governing board. The results indicate that installing photovoltaic panels is the most cost-effective strategy for reducing energy bills while also complying with the requirements of the Energy Efficiency Directive (EED) and the revised Energy Performance of Buildings Directive (EPBD). Replacing natural gas boilers entirely with biomass boilers, with an investment of €2.6 million, would cut heating energy consumption by 92%, supporting EPBD energy efficiency thresholds and advancing the transition to zero-emission buildings by 2050. In accordance with the EED, UPC must replace outdated boilers and upgrade conventional lighting systems to LEDs to renovate at least 3% of its total building floor area annually. This equates to refurbishing 8,700 m² per year, at a projected cost of €159,000 over four years. The overall strategy targets a gradual reduction in energy consumption, aiming for a 1.5% decrease by 2026 (estimated savings of €335,000) and a 1.9% decrease by 2028 (estimated savings of €419,000). The model can be adapted to other (public or private) organizations that manage large portfolios of buildings in any context, with flexibility and scalability.

Aquest treball desenvolupa un model de presa de decisions innovador i de baixa complexitat per a l’optimització de l’assignació de fons en la rehabilitació energètica de grans parcs d’edificis. Utilitzant dades procedents de certificats d’eficiència energètica fàcilment accessibles, el model redueix el temps de processament i els recursos necessaris. A més, es basa no només en les prioritats definides per l’organització, sinó també en prioritats obligatòries per garantir el compliment dels requisits de la Directiva d’Eficiència Energètica (EED) i de la nova Directiva d’Eficiència Energètica dels Edificis (EPBD). El model s’ha aplicat al parc de 50 edificis de la Universitat Politècnica de Catalunya (UPC) i proporciona un pla de rehabilitació pas a pas adaptat a les prioritats establertes pel consell de govern de la universitat. Els resultats indiquen que la instal·lació de panells fotovoltaics és la millor estratègia per reduir la factura energètica, alhora que compleix amb els requisits establerts per la Directiva d’Eficiència Energètica (EED) i la nova Directiva sobre el Rendiment Energètic dels Edificis (EPBD). La substitució total de les calderes de gas natural per calderes de biomassa, amb una inversió de 2,6 milions d’euros, permetria reduir el consum d’energia per calefacció en un 92%, contribuint així a assolir els llindars d’eficiència energètica de l’EPBD i a facilitar la transició cap a edificis de zero emissions l’any 2050. D’acord amb l’EED, la UPC ha de substituir les calderes obsoletes i modernitzar l’enllumenat convencional amb sistemes LED per renovar, com a mínim, el 3% de la superfície total construïda anualment. Això equival a rehabilitar 8.700 m² cada any, amb un cost estimat de 159.000 € en un període de quatre anys. L’estratègia té com a objectiu una reducció progressiva del consum energètic, amb una disminució prevista de l’1,5% l’any 2026 (amb un estalvi estimat de 335.000 €) i de l’1,9% l’any 2028 (amb un estalvi estimat de 419.000 €).
