Descripción
Sumario:[ANGLÈS] The Metropolitan Area of Barcelona oversees the wastewater treatment and distribution, water and reclaimed water. There are a total of 7 treatment plants (WWTP) to process all the wastewater in the region under European standards of effluent quality. Three of them have a water reclamation plants (WRP). The largest is the Depurbaix WRP with an installed capacity of 100 hm3/year of reclaimed water for multiple uses and is an essential component for managing the water cycle within the Barcelona metropolitan. The main objective is to evaluate the technical and economic feasibility of the regeneration system and reuse of urban wastewater for use in Baix Llobregat Agricultural irrigation Parc Agrari, taking into account regulatory, economic, social, technological and environmental construction and operation of the system. Identify the private costs of operating and maintaining the Depurbaix WRP. It discusses the environmental externalities and through indirect economic evaluation tools are valued at as much as possible. Economic evaluation is done through Cost-benefit analysis from the social point of view, integrating the private costs and externalities, in order to maximize the total profit. The main outcome study show that the minimum selling price of reclaimed water needed to recover all the cost of producing 50 hm3/year of reclaimed water, is 0.1897 €/m3. This value allows the investment to be profitable according to the criteria of Net Present Value (NPV), assuming that is charged to all users of reclaimed water. However, considering that farmers in the PARC Agrari are not willing to pay a higher value of paying right now for the fee adjustment, calculate a new minimum price, so that 11.8 hm3 for irrigation agriculture remains the price of 0.00179 €/m3 and the remainder will be applied a fee of 0.2693 €/m3. The total benefits, including private and positive externalities, is 21.05 M€ per year. The costs, including private and negative externalities are of 9.89 M€ per year. This represents a total annual profit of 11.15 M€.
