In order to identify this type of actions, which aimed at achieving greater control over the population and improving the island’s infrastructure, territorial planning and urban configuration, this article analyses Governor Miguel Antonio de Ustáriz’s management of the city of San Juan de Puerto Rico between 1789 and 1792.Las ideas de la Ilustración llegaron a Puerto Rico con cierto retraso en relación con otros territorios de la América Hispana, siendo el momento de su máximo apogeo el período que se corresponde con el gobierno de Miguel de la Torre (1823-1837). No obstante, estas ideas estuvieron presentes en la isla durante la segunda mitad del siglo XVIII a través de diferentes vías, siendo algunas de las medidas sobre policía implementadas por varios gobernadores y capitanes generales del período una muestra de ello.
