Sumario:This work aims to identify and evaluate suitable sites for onshore wind farm development in Greece by combining spatial, technical and economic analysis. A brief overview of the Greek wind energy market and regulatory framework are outlined, followed by a GIS- based multi-criteria analysis to locale areas that meet defined spatial and policy criteria. The methodological approach combines spatial data processing in QGIS with the Analytical Hierarchy Process (AHP), to apply weight to criteria such as land use, infrastructure proximity, protected zones and wind potential. A final suitability map is derived, followed by mapping of suitable areas within Wind Priority Areas (WPAs) in six regional units. Two locations, Crete and Pelion, were selected for analysis under a proposed project of 39,6 MW. Then, WindPro software was used to perform simulations and calculate key performance indicators that included Annual Energy Production (AEP), Full Load Hours (FLH) and capacity factor. The assessment of the energy output of the two projects was performed using a citation-based approach. Finally, an economic analysis was performed estimating the Levelized Cost of Electricity, Net Present Value (NPV) and Internal Rate of Return (IRR), under specific assumptions set regarding future spot-market prices, discount rates etc. Results indicated the Crete site as superior regarding its technical and economic performance with a total of 3.347 FLH, a 38,2% capacity factor, a LCOE in the range of 28,50-36,29 €/MWh, a NPV of 142.9M € and an IRR of 15%. Pelion site revealed lower performance with 2.113 FLH, a 24,1% capacity factor, LCOE of 45,14-57,47 €/MWh, NPV of 60.8M € and an IRR of 7%. In addition, a brief environmental and a social/gender review was included to highlight aspects of local impact and inclusivity. In conclusion the thesis proposes an integrated and replicable methodology to support a strategic wind development procedure in Greece.
