Sumario:Our research is focused on the seismic phenomenon and the flood phenomenon in the city of Algiers and specifically in the neighborhood of Bab El Oued. These two phenomena are very present and can generate important catastrophes. It is waiting for important events for the future in this area of ​​study, an earthquake of 7.5 under the Richter scale and a flood similar to that of November 10, 2001. The failure of keir Din can generate the most dangerous earthquakes in the city of Algiers. This can generate ground movements of 300 to 800 gal, and can generate an intensity of 8 to 9 under the MSK scale, which would be characterized by a significant destruction of the buildings of Bab El Oued. This fault can also generate landslides in the western part of the city. A scientific investigation foresees a scenario that assumes that 33% of the buildings and 33% of the houses of Bab El Oued will be destroyed during a future earthquake caused by the failure of Kheir El Din. This event can cause, according to the same investigation 500 dead, 2200 injured, 28000 without address for a population of 87600 inhabitants. The name of Bab El Oued means "The door of the river" which gives us the first idea of ​​the importance of the flood phenomenon in our study area. The most important event that the neighborhood has known was in 2001, when the river has resumed its initial path to the sea and has destroyed everything that was built in its path. The urban errors that have amplified the impact of the event are the construction of a road on the bed of the river and the location of the Trioley market in the path of the river. Although the local authorities have provided solutions, we still have an important work at the level of the urban fabric that we can call "Urban Acupuncture". To reduce the impact of these phenomena, we have stabilized a prevention and risk management strategy for the Bab El Oued district and propose the following:  -Create risk maps and prepare response and evacuation plans. - Establish a monitoring and alert network. And the development of a decision-making process. - Build an intervention and evacuation strategy. In order to complete this strategy, we have done the "Urban Acupuncture" for Bab El Oued in the form of urban intervention points to modify the urban fabric and reduce the risk: - Reduce urban density and the restoration and reconstruction of the old urban fabric. - Reinforce landslide zones and control existing constructions. - Reorganization of the urban fabric according to a preventive urban design and the location of safe areas to regroup the population. - Relocation of the affected population specific for floods: - The re-naturalization of the Oued MKessel course - The protection of the coastal zone from floods, - The closure of Carriere Jaubert, and the displacement of existing rubble. - Surveillance and maintenance of the two Oued MKessel collectors. - Extend to permeable surfaces. - Reinforce the lower floors against floods. - Use architectural forms to reduce the impact of floods. - Installation of water pumping systems in the basements of buildings and the protection of houses against the erosion of dirty, specific for earthquakes: - Construction of new buildings under anti-seismic norms and the strengthening of buildings of great importance by the new anti-seismic technology. - The restoration of the urban fabric and its strengthening. - Protection against tsunamis along the coast of the neighborhood. Our research is focused on Bab El Oued, but the analyzes, recommendations and results can be applied in other regions of the country.
