Sumario:The article describes the intergovernmental relations (IGR) in the hydrological planning processes corresponding to Spanish part of the Tajo River basin district. The methodology applied includes conducting and analyzing interviews with representatives of the central administration, the autonomous communities, and experts, as well as the compilation and analysis of documentary sources. The hydrological planning processes give rise to a variety of IGRs, both vertical and horizontal, led by the hydrographic confederation and the segments of the autonomous administrations specialized in water policy. The planning procedure and the existing relationship instruments give a voice to the subnational governments, which have an unequal influence on the basin organization, although the scope of the IGRs does not allow us to speak of the existence of a co-decision process.
