It was taken as a population to the northern sector of the Milagro canton, as it is the sector where most of the merchants are concentrated according to the database obtained from both the Autonomous Decentralized Government (GAD) of the canton and the Internal Revenue Service (SRI)……….Este trabajo de investigacio´n es considerado de importancia por el alto índice de informalidad que existe en el Ecuador en lo que se refiere a los comerciantes que, al dejar de aportar con sus impuestos inciden directamente en el Presupuesto General del Estado (PGE) afectando a los ciudadanos que dejan de percibir los beneficios de los servicios públicos. Esta investigación se centra en evaluar al Régimen Impositivo Simplificado Ecuatoriano (RISE) creado como un sistema impositivo que facilita y simplifica el pago de impuestos de un determinado sector de contribuyentes, ademas, de ser un mecanismo para disminuir la informalidad, incrementar la recaudación de impuestos, erradicar la evasión de tributos, pero sobretodo, crear una cultura tributaria en los contribuyentes.
