It proposes a reflection on the challenges introduced by the advent of a medium such as the Internet, which allows interaction and the visibility of counter-hegemonic movements, practices and discourses. Based on a hermeneutic reading, away from the bipolar simplification and founded on gadamerianas notions of horizon, formation and dialogue, highlights the centrality of listening as a basis for the construction of genuinely democratic societies.Este ensayo presenta un panorama acerca de los cambios ocurridos en la relación comunicación, tecnología y política en los albores del Siglo XXI y propone una reflexión en torno a los desafíos que introduce el advenimiento de un medio que, como la internet, permite la interacción y la visibilización de movimientos, prácticas y discursos sociales antihegemónicos. Con base en una lectura de corte hermenéutico, alejada de la simplificación bipolar y fundada en las nociones gadamerianas de horizonte, formación y diálogo, se destaca la centralidad de la escucha como base para la construcción de sociedades genuinamente democráticas.Este artigo apresenta uma visão geral sobre as mudanças na relação entre comunicação, tecnologia e política no século XXI. Ele propõe uma reflexão sobre os desafios introduzidos pelo advento de um meio como a Internet, que permite a interação e a visibilidade dos movimentos contra-hegemônicos, práticas e discursos.
