Sumario:ABSTRACT: In the development of this research work, an in-depth analysis was carried out on the Sanctioning Administrative Procedure, which is governed by public servants who belong to the area of education in the city of Riobamba. Within the study, the different sources that govern the procedure, also known as administrative summary, were examined, where they are currently in force within the legally established legal system, where each of the particularities of the Sanctioning Administrative Procedures and their characteristics were taken into account. The elements that govern disciplinary processes and their application from the principle of impartiality, due process and effective protection were also analyzed, studying the procedure in each of the norms, determining the relevance and legality in the Organic Law of Public Service. , Organic Administrative Code, Technical Standard for Substantiation of Administrative Summaries and thus the normative legal bodies issued by the regulatory bodies such as the internal regulations of each Institution.
