Sumario:Based on the diagnosis according to which a significant gap between the constitutional prescriptions and the political praxis in Ecuador is evident, manifested in the remarkable deficit of citizen participation in public decisions and policies and in social control at all levels of This paper examines the theoretical foundations of the direct democracy model instituted by the 2008 Constitution and identifies factors that limit or restrict effective social participation in the construction of citizen power and its impact on the process and results of system governance Political Ecuadorian. As the research raises the need to overcome this deficient state of lack of exercise of the mechanisms of direct democracy established in the Constitutional Charter, through the strengthening of leaderships, commitments and political will of the holders of the different levels of government, to promote Direct democracy through an adequate organization of participatory processes and enhance the active and operative presence of organizations and citizen movements in the ongoing process of building citizen power and popular control. The approach is qualitative and has used bibliographical sources of foreign and national authors that address the issue of citizen participation, tools of direct democracy and governance, as well as existing legal, constitutional and legal rules, including the guidelines and objectives contained in the current national development plan.
