Resumo:Citizen participation today becomes a central axis in decision-making, planning and management of public affairs and control of state institutions to generate popular power. This is laid down in Article 95 of the Constitution of Ecuador approved by referendum in 2008. Article 100 further states that at all levels of government (parish, cantonal, provincial) should create systems for citizen participation. For that year states that citizen participation mechanisms such as public hearings, oversight committees, assemblies, popular councils should be developed, among others, but also recognizes other instances that promotes citizenship. Against this background, local governments have a big challenge is to involving citizens / as in public administration through the implementation of systems for citizen participation. Santo Domingo from its history has lacked processes involving citizens / as in public administration; so that participation has faced several problems from administrators and from the public. The construction of these systems is to meet current regulations, institutionalizing and transforming it into patronage. There are no true prioritization processes and planning works with citizens. Schedules are still made on the desktop of technical and carried assemblies for citizens to raise their hands and approval. In exchange between citizens / as there is widespread dissatisfaction with the theme because they see no change, despite participating and contributing in many assemblies and meetings. Although the Law of Citizen Participation and Social Control in 2010 was approved, the Municipality of Santo Domingo does not yet have an ordinance to implement the system of participation, but also the actions do not demonstrate a systemic involvement, ie the principle of participation will strengthen public management and social fabric.
