The research considers three fundamental aspects: a) situational diagnosis of international return migration and its potential for the development of entrepreneurship, b) Public policies implemented for international migration and development of entrepreneurship and c) Proposal to encourage the development of entrepreneurship. Through the surveys, information was collected from primary sources to determine the entrepreneurship; the sample was 285 returned migrants’ surveyed. On the other hand, the variables and determinants for the development of entrepreneurship in Riobamba were identified. An important indicator for the institutional commitment to the development of entrepreneurship is that 56% of the returned migrants have a positive attitude and aptitude toward entrepreneurship. Finally, an entrepreneurship guide is presented to encourage the development of entrepreneurship in Riobamba.El objetivo es evaluar las potencialidades de la migración internacional de retorno en el desarrollo de emprendimientos en el cantón Riobamba-Ecuador. Es una investigación descriptiva, por cuanto se presenta la situación actual de los migrantes retornados a través de un análisis de su realidad, siendo un indicador clave para identificar la puesta en marcha de emprendimientos en el cantón Riobamba. En la investigación se considera tres aspectos fundamentales: a) diagnóstico situacional de la migración internacional de retorno y sus potencialidades para el desarrollo de emprendimientos, b) políticas públicas implementadas para la migración internacional y desarrollo de emprendimientos y c) propuesta para fomentar el desarrollo de emprendimientos. Por medio de las encuestas se recogió información de fuentes primarias para determinar las características y potencialidades de los migrantes retornados para el desarrollo de emprendimientos; la muestra fue de 285 encuestas a migrantes retornados; por otra parte, se identificaron las variables y factores determinantes para el desarrollo de emprendimientos en el cantón. Un indicador importante para la apuesta institucional para el desarrollo de emprendimientos es que el 56% de migrantes retornados tiene una actitud y aptitud positiva hacia el emprendimiento.
