Sumario:Access to public information is established in the national legal system as a legal tool to make the public administration of state institutions transparent, it is not framed, in numerals 1 and 2 of Art. 11 of the San José de Costa Rica Pact of 1969, where it is recognized the fundamental right that no person may be subject to arbitrary or abusive interference in their private life, their family, in their home or in their correspondence, in accordance with Art. 24 of the same declaration, this indicates that all people are equal before the law. Consequently, they are entitled, without discrimination, to equal protection of the law. The quantitative approach to legal research is one of the most important aspects of this discipline. This technique is based on the collection and analysis of quantitative data to better understanding in a legal phenomenon. It is concluded that the right to personal privacy is connected to the fundamental right of personal dignity. This subject must be regulated and respected to protect the privacy of each individual, avoiding outside intrusions. This protection is recognized by international instruments, guaranteeing the rights and freedoms of people and the equality of Ecuadorians under a state of justice.
