Sumario:The objective of this study is to assess the historical trajectory and implications of the refundable component of financing for development offered by Venezuela within their schemes of South-South Cooperation (SSC). In that sense, the role given to the SSC by Chavez in his foreign policy has important elements of continuity, which are rooted in the Venezuelan’s oil diplomacy since 1958 and, since its inception, sought to forge alliances with other developing countries for change the international economic relations.
