| Summary: | The carried out investigation whose title is "Human Talent of the Municipal Decentralized Autonomous Government of Mocache and its Repercussion in the Quality of the Services. Year 2012. management manual"; had as specific objectives the determination of the influence of the level of knowledge, of the attitude, the aptitude, the motivation, the labor relationships and the Human Talent general performance, in the quality of the services offering by the Institution, in their direct relationship with the quality of the administrative administration. With base on the population of workers of the I. Municipality (141 people including 57 authorities, bosses and employees), and in the population of external users that go to the center for solving their problems, they were applied instruments like observation guide, interviews and the related with the 288 subprocesses included in the Functional Organic. The main obtained results are related with the evaluation of regular for the variable Human Talent and also regular for the quality of the services that offers the municipal organization, in function of the quality of the administrative administration that carries out. This way, the investigation hypothesis could be verified, at least with 99, 5% of trust, so that "The Human Talent of the Municipal Decentralized Autonomous Government of Mocache affects negatively to the Quality of the giving services ". As main conclusion it was obtained that the Human Talent and also the Quality of the services that it offers, as function of the Administrative Administration of the Municipal Decentralized Autonomous Government of Mocache, are far from the excellence, spreading to the category of regular. The main aspects that collaborate with this poor performance keep a wide correspondence with the characteristics of the Human Talent of the Institution, like with the significant indifference for the Functional execution of the Organic one for Processes. A Proposal that it is considered to solve the studied problem will go by the improvement of these two aspects. Finally a solution Proposal was elaborated for solving the research problem was: "Design of the service as administrative administration for the acting of the Municipal Decentralized Autonomous Government of Mocache, with base in the training of the human talent and in the Functional Organic by processes. |
