Resumo:The present work entitled Open Government as a model for the promotion of citizen participation in the Decentralized Autonomous Government of the Province of Cotopaxi, has the objectives of theoretically describing the concept of Open Government and citizen participation in the GADS, through a bibliographic review, measuring the degree of knowledge about Open Government in the citizens of the province of Cotopaxi, as well as proposing strategies for the implementation of Open Government and citizen participation in the Decentralized Autonomous Government of the Province of Cotopaxi. The applied methodology was based on a mixed approach (quantitative and qualitative). The findings suggest that the application of the proposed strategies will serve as the basis for the construction of a first Open Government Action Plan to improve and innovate the public management of the Institution.
