Se logró establecer un análisis exhaustivo en cuanto a la inversión del PGE en comparativo con lo recaudado por las operaciones internas, verificar el nivel de transformación que la inversión ha generado en cuanto al desarrollo de las parroquias y sus comunidades a nivel del cantón Guayaquil, se obtuvo como objetivo general el: Demostrar cómo la recaudación del IVA aporta en el desarrollo de la ciudad de Guayaquil. La investigación se realizó mediante un enfoque cualitativo, ya que una vez identificada la problemática se desarrolló los objetivos apuntando a su solución. Se generaron cinco interrogantes especiales para verificar ante una muestra de estudio el como la ciudadanía ha visto mejoras en la ciudad de Guayaquil o perjuicios en la misma, se estableció la respectiva discusión de los resultados de campo y se instauró como propuesta una análisis coyuntural de lo que ha reflejado el desarrollo de la inversión interna ante el aporte del Presupuesto General del Estado a través de la Recaudación del IVA de Operaciones Internas.The current situation of social investment in the Canton Guayaquil, before the tourist and business interval, the level of rural production and positioning of companies, generates sufficient income from the collection of taxes by Internal Operations so that the parishes and their main cities have managed to reduce poverty And extreme poverty in its territory, thanks to the contribution of the General State Budget (PGE). It was possible to establish a comprehensive analysis regarding the investment of the PGE in comparison with that collected by the internal operations, verify the level of transformation that the investment has generated in the development of the parishes and their communities in the canton of Guayaquil. Obtained as a general objective: Demonstrate how the collection of VAT contributes to the development of the city of Guayaquil. The research was carried out through a qualitative approach, since once the problem was identified the objectives were developed aiming at its solution.
