This article addresses as its central thesis the lack of uniformity of criteria in the adoption of measures that integrate International Criminal Law in the domestic legal systems of the States Parties that have a system of Continental Law to respond to these trials of public opinion in which it is regularly involved. It also examines how, in the absence of integration, the principles of complementarity and cooperation are undermined, making it impossible to improve the Court’s effectiveness. Finally, it addresses recommendations to reduce the impunity gap in the face of the new decade that lies ahead to maintain peace, security, and the well-being of humanity.Tras más de dos décadas desde la creación de la Corte Penal Internacional se han logrado avances en materia de Justicia Internacional Penal, sin embargo, la institución está expuesta a la paradoja de lo que es, versus lo que se quiere de ella. El presente artículo aborda como tesis central la ausente uniformidad de criterios en la adopción de medidas que integren el Derecho Internacional Penal en los ordenamientos jurídicos internos de los Estados parte que cuentan con un sistema de Derecho Continental para dar respuesta a estos juicios de opinión pública en los cuales con regularidad se ve envuelto. A su vez, examina cómo, ante la ausencia de integración, se socavan los principios de complementariedad y cooperación lo que imposibilita mejorar la eficacia de la Corte.
