Summary:The consolidation of the postconflict or post-agreement as the Peace Deal signed between the Government of Juan Manuel Santos and the FARC, acquires a significant connotation when the implementation phase starts, in this, the Colombian public administration has to support the commitments reached in Havana. This requires taking into account a series of institutional transformations, while establishing the connotations of the Peace Deal to make it mandatory and bring it to an effective implementation at different levels of government, leading to determine the critical factors of institutional performance in the Executive Branch of the public power to achieve quantifiable results related to the conflict manifestations during this stage. Making use of a quantitative and qualitative methodology, it was possible to establish that the factor such as: existence of peace dialogue or agreements, have historically allowed to vary the number of victims in the national order, however for the territorial order factors such as: efficiency, efficiency, administrative capacity, importance index of the municipality in the departmental GDP, the municipal category and fiscal management have historically been decisive for varying the number of victims and incidence rate of the armed conflict in Colombia between 2003 and 2018-I.
