| Resumo: | This investigation, it analyzes and evaluates the methodologies implemented by the Capital District to implement the calls "social projects" with the purpose of establishing if the methodology influences in the obtained results of these projects. For it a selection became of the projects assigned to the investment and the social cost from cards EBI (Statistical Basic of Information). Their analysis and evaluation were made with base in the theoretical rules standard of the Ex- Evaluation Before, defined in the Manuals of frequent use on the part of the Multilateral and Official Organizations that approve these projects and assign the resources for their execution. In agreement with the 14 specified variables so that the project fulfills the parameters defined in the standard, one was that almost all the analyzed projects there is not operative diagnoses of the situation on which it is wanted to work, either precision or prioritize the objectives in relation to the social policies, the investments, the costs and their feasibility. Also, one was that the projects do not contemplate components that measure the impacts or indicators that show the improvement of the quality of life of the people to those who it goes oriented |
