Summary:The situation experienced by disabled people emerged strongly in this context. This study aims to reflect about how Brazilian society has been acting concerning these people, based on public policies focused on this segment and is a support for the analysis of social inclusion. We noticed that the new legislation and the institutions for disabled people made this problem emerge as a relationship and social question. Nowadays the autonomy of disabled people is increasing, although there are traces of old paradigms. This paradigmatic change, that happens worldwide, creates societies that recognize these people’s needs, whose rights have been increasingly guaranteed by several movements and social groups, and by the re-orientation of governmental actions and international entities.
