Sumario:The Bolsa Família program, an international reference for condicional cash transfer programs, was created during the first government of the Partido dos Trabalhadores as a result of the unification of previous cash transference programs that aimed to break the poverty cycle. This article has the goal of describing, through a historical outlook, the process of construction of the program based on previous experiences. We have selected as a main methodological approach the qualiquantitative analysis, with focus on the main programs implemented between 1991 and 2003. During the 18 years that the Bolsa Família has functioned, we have identified that the program contributed, coupled with other social policies, to the reduction of poverty and in fortifying the federal pact in Brazil.
