| Sumario: | The objective of this work is to demonstrate the necessity of adoption of mechanisms to assure the quality of the electric energy supplied by solar home systems in Bahia and give suggestions concerning technical standards and to give quality level of the service. A legal and regulatory review about the use of PV systems and the universal access of the electric energy in the country is described. The main analysed documents are the Law #10.438 that obligates the concessionaires to supply electricity to any site in its respective concession area, and the Resolution # 24/2000, from the Electricity Regulatory Agency, about the quality levels of the service of the concessionaires. Such analysis has pointed out that the photovoltaic solar energy can be used as a technical option in the process of universal access. However, there is not any instrument to regulate the quality of the service supplied with this kind of technology. After this, the potential market for the PV systems in Bahia is estimated. Considering this forecast, an assessment of the past experiences with solar energy in the State was developed, which included a field survey envolving 287 PV systems. This survey concluded that most of the programs implemented has not been sustainable. Furthermore, some suggestions concerning two fundamental issues to assure the quality of the electric energy supplied by PV systems are presented: the definition of the technical standards and the quality level of the service. These suggestions are presented based on a review of the main national and international standards and the Resolution # 24/2000. |
