Sumario:The objective of the article was to verify the lack of financial resources of the campaign and free television time in the Horario Gratuito de Propaganda Eleitoral (HGPE) as obstacles to women’s performance in the 2014 electoral process. Assuming  the  importance  of  women’s  access  to  positions.  the electoral performance of the elections were analyzed. The research presents data from these campaign resources for the state and federal deputies of Rio de Janeiro, made available by the Tribunal Superior Eleitoral and Doxa-IESP, as institutional factors that explain why the quota policy in Brazil has not effectively resulted in a greater female participation in elective positions. This  research  uses  statistical  tools  to  perform  comparative  analyzes between the availability of the resources of the successful candidates and the candidates. The relevance of the work resided in the conclusion that it is necessary to go beyond the minimum percentage of candidacy by sex established by the Lei de Cotas, promoting mechanisms that ensure the competitiveness of the candidates.
