Sumario:This article aims to discuss the relationship between the ideologies of labor, of blackness and racial democracy in achieving the demands claimed by black people in educational policy-making. Among the 1930 to 1960 period in which these ideas emerged and established themselves in brasilian society, the black populations aware of the political values produced at that time started to negotiate, through their leaders together with the political parties, the conditions necessary to their material improvements. Moreover, it was noticed in the programs of certain political parties, concerns about racial issues. It is understood that the current educational demands were reflections of historic negotiations, resulting ideologies mentioned, formulated by political groups and their intellectuals.
