Summary:This paper covers public policy proposals for youth over the last four decades. In doing this, it describes initial discussions regarding the need for specific policies for this public, presents a brief chronology of these policies in Brazil and in the world from 1965 to 2008, and details two cases of national public action for youth: the Statute for Children and Adolescents (Estatuto da Criança e do Adolescente – ECA) and the National Program for Youth Inclusion (Programa Nacional de Inclusão do Jovem – Projovem). The paper concludes that in order to make these policies coherent, a system needs to be built to monitor the initiatives developed by the government and current articulation between the Ministries needs to be strengthened, which could keep the initiatives and programs from becoming too spread out and overlapping.
