In Colombia, these issues are characterised by social disarticulation, both at the level of institutional capacity, as well as between supply and demand. In the early 21st century, the social protection system began to adopt a social risk management approach, understood as a set of public policies to reduce vulnerability and improve the quality of life of Colombians, especially among the most unprotected population.
